Infant/Toddler Enhancement Project In 2004 North Carolina launched the Statewide Infant/Toddler Enhancement project to advance the quality and availability of infant/toddler care in North Carolina. The goal of this project is to provide specialized technical assistance to programs that serve (or are looking to serve) infants and toddlers. We know that infant and toddler care is challenging work, so the project staff are here to assist programs to create the most positive and highest quality infant/toddler programs possible.
